Kōten was created with the thought of peace in mind. Though a noble goal, it was almost impossible in the world of ninjas. Thus, eventually, kōten began to seek power and prestige. A new goal, one much more insane and difficult. To fight for both right and wrong, to find a balance between peace and war. They merely seek to engulf the world into an era of chaotic peace, in order to shoulder the burden of bringing a new Era. With this in mind, they will start by gathering intel, funds and experience. While also gaining a reputation to be feared around the world. Once this is completed, kōten will attempt to show the world it's inner chaos, truly bring I out it's inner demons.

Today, Koten has become something different.  With the death of Kosuke and a new era upon us, a group of not-so-like-minded individuals have come together.  Some come because they see themselves to be the protectors of humans as a whole, as the guardians of peace.  Some come to be a part of something greater than simply village.  Some come for personal profit and gain, and even still, some come out of loyalty and/or the ability to be around strong allies, either for protection or to learn.  As of now, the organization's first and foremost goal is to take down Black Sun.

Leader/Hierarchy: Leader: Roku Enzoka

There are three teams plus the leader, Roku Enzoka.  As the leader, in the field and in Koten events, Roku demands a certain level of respect and subordination from its members.  Still, he does not desire to intimidate or force people under his will.  Outside of the stress of combat and other meetings and jobs for Koten, Roku tries his best to befriend each member of the organization.

There are three teams, each a partnership of Shinobi.  They are split into teams, and even though there is a combat team, each team is meant to hold their own in combat.  Koten will typically not accept members below A-Rank but in special showings of power or abilities.  The teams are thus:

• Team Alpha (Combat Team):  [OPEN, OPEN] The main combat force of Koten.  On the field, Roku takes a part in this group, but there are two full time members.
  
• Team Bravo (Support Team): [OPEN, OPEN] This team will typically be in control of healing, communications, and other forms of support for Koten.  
  
• Team Charlie (Infiltration and Tracking Team): [OPEN, OPEN] This team is meant to infiltrate other establishments, both stealthily and not so, to gather information.  They are also meant to track individuals or groups, and to interrogate for information.
  

Additionally, there may be a tendency of Koten's members to take on apprentices. For the most part, Koten identity is not necessarily meant to be kept secret, and these apprentices may be aware of their masters' loyalties. That said, it is a strictly forbidden and harshly punishable offense to give away critical information about Koten, including to one's own apprentice, but with the leader's approval.

The organization started as merely a thought, “Why is there war, why is there pointless death?” Kosuke could not find an answer, until he met those who were truly behind the scene of the countless wars of the past, the Daimyo. They funded the Hidden villages, and as such, the villages were honor bound to function as their weapons. Kosuke could see the obvious flaws in this, and as such strived to be able to make a difference in this evil system. He initially thought that by amassing power greater than all of the hidden villages, he could control them into peace, but he realized that was not a lasting peace. So he thought, why not show this world war, show the Daimyo the price for their ignorance, and the price of their carelessness. He formed a group to revolutionize the way people thought of the world as a whole. Lack of combat was not peace, but neither is killing and fighting war. Those are merely the things that keep the world balanced, keeping one nation from ruling that which is not theirs to rule. Kosuke and by extension, Kōten, do not want to rule the world, they merely want to be instruments through which balance is maintained. To do this, they will show the world a balance between peace and war, they will show the world, Revolution.

Now, Koten has been rekindled by one Roku Enzoka, with the purpose of righting the wrongs of Shinobi.  He sees the group as a sort of vigilante justice league whose responsibility it is to hunt down wrongdoers and show them the error of their ways.  This new Koten, this Revolutionary organization, has begun with the idea to maintain balance - but just how far they will go, and what they are willing to do to achieve said balance is impossible to know.
