Revamp Rules

1. At least one character in at least 3/4 major villages.
2. Character's starting at various tiers or not high ones
3. Not have any staff warnings or bans.
4. Character cannot be in more than 3 threads to be considered for a tier reset/change.
5.Character tier reset cannot create any time paradoxes or screw with site plot/timeline

You have to meet rules 1-3 yourself.
