First and foremost... this gonna change, by simply touching a person with basically zero skill in Kugujutsu you are not getting to go ham with all their puppets for 24 hours after having all day to consider it, the Juinjutsu is basically allowing you to influence the chakra network and block the puppeteer's commands/will and flow your own through the puppets, this means that you will need to have the skill to control the puppets to use them the same also you can only use a puppet to the best of your IC knowledge since a lot of puppeteers use concealed and otherwise hidden mechanisms which wouldn't make sense why you can suddenly not just use potentially 10 S-rank puppets but also those puppets to the same level and capability as their owner/user.
Secondly a person should be able to stop forming chakra threads, the most this seal will allow is stopping the target's commands since thinking of it like a wire, you are stopping one connection and putting a new one in. But reforming chakra threads now that's casting a jutsu for the target which is a level of chakra control that is far beyond any normal human and even hard for a Hyuga since that is a foreign energy and if you can force them to use chakra threads why couldn't you make them use other jutsu? You're already potentially shutting down a person's fighting style if they are a puppeteer main, so they should be able to stop the use and ultimately cancel it even if it handicaps them if they persist with the technique, also this jutsu seems more akin to S-rank in my opinion.
Like your other one 24 hours is way to long, a fight lasts barely 20 minutes in most cases and so it would be preferred you at least had a chakra upkeep per post to make it more balanced.
