Starting Tier

with the plot beginning to get into motion, we have decided to open up S-3 as a viable starting tier. Depending on how many characters are created then this may be only for a limited time. Thanks~

@everyone After considering it, only one of your characters can start as an S-3 and it can not be your first character, also in some cases staff hold the right to request a lower tier for an attempt at S-3. This is due to the fact that starting at S-3 gives an unfair advantage towards obtaining limited slots and positions which people who have to work towards and build for can have that all thrown in their face by just the appearance of an S-3 and so they will have restrictions applied to them. Such as, they must wait one week OOC before attempting training for a limited.
